I just change from a Powercore 4 (with the quiet insert) to a Q4 on my DR650. Both cans had about 1000 miles on them. With a free dB meter app on my iphone and an external mic, there was about a 3 to 4dB difference between the two at 3000 rpm. the Q4 quieter of course. In an old '87 Dirt Wheels that I still have there's an FMF ad claiming that their reed cage insert boosts bottom-end to mid-range power. Although I can see where it would increase the velocity of the air/fuel coming into the engine, at the same time it looks like it would restrict the overall volume of air/fuel.
